I don’t really know the right answer, but in my opinion, if we wouldn’t expand the nucleus in multipole terms, we wouldn’t know the contribution of different multipoles. In our case when dipole does not contribute to the charge properties of the nucleus, then the perturbation of the dipole nature wouldn’t give us anything useful.
