I am not sure if I understand the task. Our nucleus has a general shape and in the recording it was said that this extra perturbing hamiltonian appears because of the complicated shape the nucleus. So if the shape of the nucleus is general, not complicated, maybe there should not be this extra hamiltonian and then there will not be any need to use the perturbation theory. Could anyone explain me the correct solution of this exercise?
