    Water is a dipolar solvent. There is a high probability of finding the electrons of this molecule close to the oxygen atom, this leads to the classical dipolar charge distribution in both O-H bounds. Thsi dipolar property of water is what makes it a good solvent, being responsible for a large number of chemical reactions that we see everyday.
