    I think that if it lowers the energy, it does not do so in a way that the net contribution is smaller than zero. This is evidenced in the energy levels of the zero toy model, where the interaction energy is also lower than zero, yet the contribution is positive. We always view the contribution from a certain point of view, the nucleus or the electron cloud, hence why the contributions might be viewed as higher/lower.
