For positivr alpha the lowest energy is the one where the dumb bell is paralel to the Z axis.
For null alpha there is no quadrupole contribution and no change with orientation.
For negative alpha the lowest energy is the one where the dumb bell is perpendicular to the Z axis and thus contained in the xy plane.
