I’m not sure, but I think that the most practical difficulties will arise when trying to speed up the nuclei, whilst trying to make them emit their gamma radiation in the direction of the scatterer.
It might be possible by making use of some sort of synchrotron, that speeds up nuclei in a circular or elliptical path. Along certain parts of the syncrotron one should be able to put a scatterer with detector. For the scatterer it will seem that the nuclei are accelerating towards them, thus producing the needed blue shift for the emitted photons.
