    Yes, suppose an nucleus perfectly spherical, with non-zero radius and all electron charges stay outside that nucleus. This nucleus has a nuclear dipole moment mu1. Now imagine the excited state has a nuclear dipole moment mu2. Then there is a contribution from the Bohr-Weisskopf effect due to the 1 + delta term
