    Perturbation theory relies on having a independent, separable operator components (i.e H0 and H1 etc). To apply it without first doing a multipole expansion on the nucleus would result in not being able to separate out the magnetic and electric components to evaluate them individually. But instead having to operate on everything together making it an extremely complex multi-variable problem.
