The electric monopole shifts gives a positive contribution to the energy levels if nucleons are added to the nucleus, this because the mean square radius will increase. The lowering of the energy level in the toy model can be explained by the negative charge ‘inside’ the nucleus. The Coulomb force between the negative charge and the nucleus charges is attractive. We can therefore think of it as decreasing the mean square radius which explains the opposite effect.
