    In order to use perturbation theory, the perturbation has to be a small contribution compared to the non perturbed system. The higher order multipole expansions will give rise to energy contributions of different order of magnitude. For each of these magnitudes we want to calculate the perturbations. If we would not first us a multipole expansion, we will not be able to do that.
