One can deduce information about the nuclear structure by looking at the electromagnetic interaction with the nucleus. A spherically symmetric distribution of the electric charges in the nucleus will lead to an electric monopole field with no higher order terms in the multipole expansion, whereas a non-spherically symmetric distribution will lead the non-vanishing higher order terms.
