    1) The nuclei have spin I=1 and are situated in a magnetic field which gives a magnetic hyperfine splitting. The lowest energy is achieved when the nuclear spin is alligned with the magnetic field, so it must point in the positive z-direction.
    2) At low temperature the lowest energy state (m=1) will be most populated, almost no nuclei will have projection m=-1. The nuclear spins will be polarized.
