    I am not sure if I understand this task properly, but maybe we should only change the sign of Vzz from positive to negative, because then m = 0 state when the nucleus is in the x-y plane will have the highest energy because the same is observed for the toy model (classical picture). For the toy model the highest energy is when the nucleus is perpendicular to the Z-axis.
