    I’m not exactly sure what is meant with the question, since to me the quantum picture seems to be an allround improvement of the classical case (that is just a case where even further degeneracy is lifted). But the way I understand it then would be to have a extremely high I value, and mainly a high m value. There it looks like the splitting almost doesn’t happen.
