When the distance ratio is 3 times smaller, the quadrupole becomes about 10 times smaller.
Then when the ratio becomes 4 times smaller still, the quadrupole term becomes only 4 times smaller.
The quadrupole term looks like it is not becoming 0 when the nucleus goes to a point charge.
