The value of J depends on the relative orientation of two coupled angular momenta. Starting from no interaction, when two angular momenta couple parallel and pointing in the same direction, their energy is lowered because they are the coupling between the two angular momenta is maximal in this configuration. (This follows from the Hundt’s rules for less than half filled shells). The highest energy configuration is for when the two angular momenta are parallel and pointing in the opposite direction.
