When the nucleus becomes smaller w.r.t. the electron cloud the size of the quadrupole term (in absolute value) becomes smaller. It seem’s to be the other way around from the figures but the scaling on the vertical axis is different so in fact the smaller looking quadrupole in the first graph is way larger.
