1) the second gamma is emitted when the intermediate state decays. Since particle decays always have lifetimes distributed according to an exponential distribution, that is what is measured in the detectors.
2) This difference is due to the anisotropy of the radioactive (oriented) ensemble: emission happens more often parallel to than perpendicular to the orientation of the nuclei.
