From the formula, one can see that only 2 free parameters (V_zz and \eta) remain. Q was determined by experiment. When one would not work in a PAS, 5 free parameters would pop up (spherical tensor of rank 2).
From the figure, we see that the system is identical when mirroring about the x-axis or the y-axis.
