The interaction energy is determined by a denominator that connects every point in the nucleus to every point in the electron cloud. For a nucleus of general shape, this expression cannot be simplified into separate terms. This prevents you from isolating the nuclear properties from the electronic environment, making it impossible to set up a perturbation theory calculation.
