We could use a spectroscopic experiment where we measure absorption of light. We will find a resonance when the energy of the incident light corresponds with the energy difference between two levels. However because these levels are very close in energy you must work at very low temperatures for this kind of measurement because the the population differences would be very small at room temperatures (kT = 25-26 meV).
