The monopole shift is found by taking into account some properties of the material already there, like the size of the nucleus or the distribution of the electron cloud. The difference between toy model 0 and toy model A is not just the difference in property, it is a something more intrinsic, namely the monopole electric moment (=total charge), which will lower the energy of the system because of where the – \epsilon charge is positioned.
