If alpha>0: The system is at its lowest energy configuration for dumb-bell parallel to the z-axis. If alpha<0: The system is at its lowest energy configuration for dumb-bell parallel to the xy-plane. If alpha=0: There is no quadrupole contribution. The energy doesn’t depend on the orientation of the dumb-bell.
