    We know that the quadrupole energy depends on the value of l in the toy model. The value of l is the size of the nucleus (naively speaking). Therefore, if the nucleus gets smaller, the quadrupole moment must do so as well. This is also represented in the three graphs. If l gets smaller, the absolute value of the quadrupole moment does so as well.
