    There will be a probability distribution of where the electrons in the 1s orbital can be located around the nucleus. The electron charge distribution and nuclear charge distributions will be allowed to overlap thus they have a chance of being inside the volume of the nucleus. The 1s electron being the closest to the nucleus also experiences the largest force of attraction.
