    If the nucleus becomes smaller the quadrupole moment is less influenced by the second term, the amplitude becomes smaller. I do not understand what is misleading about that, since errors are mostly considered relatively and not absolutely?

    I agree, I just think he meant that since the plots are rescaled, it may not otherwise have been noticed that the energy scale changes.
