    I think the mistake here is that we introduced a new charge in the toy model. The original electric monopole shift, was such that the charge already existed, but its overlap with the nucleus became bigger. Here we have introduced a new charge, which can indeed lower the energy. Notice also that as we make l bigger, corresponding to increasing the nucleus radius, the energy becomes indeed bigger, in agreement with the electric monopole shift.
